If you are really doing experiments and not futzing around, it is neither OK nor not-OK; It is impossible. If you are running a proper experiment or even just making observations, then you are, by definition, a scientist. Being a scientist does not require a Ph. D. nor a white coat. Charles Darwin had neither. Being a scientist is a state of mind and there are many contributions made by amateurs.
That said, notice that I said ';proper experiment';. Before starting, you need to have a hypothesis to test. You need to care for the mice properly so that you will not introduce extreaneous factors into the experiment. You need to keep good records so that, if you discover anything worthwhile, you can publish your results. Yeah, you do all that even if you are barely old enough to use Y!A legally. If it's something simple and harmless, like training it to run a maze or testing food preference, exercise habits, etc then sure.
If it's anything more complicated, or has the potential to hurt the mouse, then you shouldn't. Scientists are held to very strict treatment rules and oversight by regulatory groups. Good question. I myself have pondered across this question. It only lasted in my head for about a few seconds. Then I proceeded to my local Petsmart store and bought myself mice for about $3 each. I had fun. It was the first time witnessing an animal become motionless. In my opinion I approve because firstly, it can teach you many things, and second because its pretty fricken tight. HAVE FUN!!!
